That's a fable. Percy Shaw's was never offered a 'per mile deal' for this invention of Cat's Eyes by the British government or anyone else. Percy Shaw could have made a lot more money from the royalties of his invention had he allowed it to be manufactured abroad. However since, in his words, he didn't trust foreigners except to make the face plates, the money he made was always limited because he insisted on only allowing the supply of Cats Eyes glass and their rubber housings to be manufactured in his factory.
