Rome extended citizenship to their conquered peoples because they did not want to govern over that conquered land. They would let the conquered people become citizens and have the same positions they held when they were in charge. This made it easier for the senate to rule over peoples. The concept of citizenship began in Ancient Greece and Rome.
It did become the dominant power in the Italian pensula, however this had to an Italian cities uprising 92-88 BCE when Rome refused to shate power with them. The upshot was Rome took Italians into citizenship, partnership and equality.
