The Edict of Caracalla, formally known as the Constitutio Antoniniana, was issued in 212 AD. It granted Roman citizenship to all free inhabitants of the Roman Empire, significantly expanding the rights and privileges associated with citizenship. This move aimed to unify the empire and increase tax revenues, as citizens were subject to different taxes than non-citizens.

It did become the dominant power in the Italian pensula, however this had to an Italian cities uprising 92-88 BCE when Rome refused to shate power with them. The upshot was Rome took Italians into citizenship, partnership and equality.

Initially the Romans gave Roman citizenship to elite men of the conquered peoples who were loyal to Rome. Then in 215 AD the emperor Caracalla extended Roman citizenship to all the freeborn (that is, all except the slaves) in the empire.
