Simply, he started killing people.

He instituted Communist systems in places that had absolutely no other way of staying alive. He put political figures in power that would do anything he said. That was just the countries he controlled directly. Nations like North Korea would just do whatever the USSR told them to, in exchange for supplies, or, in this case, weapons.
