There has been pop culture since the beginning of time. There was a pop culture in Shakespeare's day just like there is now. But the thing about pop culture is this: Everybody knows about it at the time, and everybody forgets about it immediately afterward.
Shakespeare did affect the pop culture of his day. Hence Greene's pamphlet about the "upstart crow". Hence the joke that was going around about Shakespeare sleeping with the woman who was in love with Burbage because of his portrayal of Richard III. (This is a real joke found in someone's diary, the punchline of which was "William the Conqueror came before Richard III.")
Well, his plays have been popular and continuously performed (with the exception of twenty short years) since they were written 400 years ago. Literally billions of people have acted in them or seen them acted or read them or had the stories told to them in that time. And that includes virtually everyone who wrote anything in the English language, which means that they put quotations from Shakespeare and allusions to him in everything they wrote. That means that practically all literature written in English since 1700 or so (and a fair amount written in other languages as well) cannot be fully understood without a knowledge of Shakespeare.
I'd call that an impact on culture.
