They did it the same way we do. Certain functions (creation, reward, punishment, end times) are in the domain of the gods, and a human priesthood holds power over the people with fear and superstition. The priesthood and the ruling class often work together to solidify power, and theological issues sometimes determine how power is distributed. Wars and other international conflicts can easily be seen as a clash among gods, and the success or failure of earthly campagns reflect the power and influence of the gods. Very little has changed except the cast of characters.
