Well, the story goes like this:

When a follower of Association Football(soccer) was asked what he did, he said, "I'm a soccer." He said that in order to avoid the confusion that would've amounted if he had said, "Im a footballer," or "Im a footer." That is supposedly the first time the term soccer was used.

By that time--late 1800s-- Association football rules were in use by universities and by clubs, but their was not much to distinguish the game from other games like Rugby. The only thing they could do was change their name, and in a way they did.
