The Civil War was delayed by up to ten years do to the act of attempted compromise. Although it was never settled through this, the compromise also allowed both sides to prepare for war, and showed as an attempt for peace. Hope this helps.

it gave the south what they wanted (for slaves vote to count in congress) to keep them satisfied for a while and therefor delaying the civil war. if the south hadn't gotten the 3/5ths compromise, they would have rebelled and caused the civil war sooner.
