The Treaty of Versailles limited artillery that could be owned by the Weimar Republic, and limited the government to 100,000 members. Unfortunately, the SA (led by Hitler) reached 400,000 after his imprisonment.
The only effects were the restrictions. The restrictions were:

The biggest negative effect of the Treaty of Versailles was on Germany. The treaty destroyed the German economy. This forced Germany to borrow money from the United States in order to pay.
It destroyed German pride, it made inflation within Germany rise to extreme levels and created a new army of the youth of WWI. This army would grow to be Nazi Germany. The Treaty of Versailles is considered one of the main reasons for WWII.
