Masashi Kishimoto drew inspiration from various sources including his childhood experiences, other manga and anime, and his interest in mythology and traditional Japanese culture. For example, Naruto Uzumaki was partly inspired by the character Son Goku from "Journey to the West" and Sasuke Uchiha was influenced by Sasuke Sarutobi, a fictional ninja.

I often wonder this myself. They have more appearances in the Naruto filler episodes than they do in the real series but I have no idea why. They are technically minor characters after all. I think the only person who can trully answer this question is Masashi Kishimoto himself.
