People saw strange creatures, or said that they saw strange creatures, that just happened to have fangs, bat-like wings, and four legs, or else they saw clusters of rocks or stars that looked like weird monsters/beasts and decided that they were called, in Latin, dracone, in Chinese, long, or wyvern or whatever, and thus the legend of dragons started.
