Through a war of attrition, conducted by U.S. Grant, after he was appointed General-in-Chief in March 1864.

He simply calculated that the Confederates would run out of men first.

Even then, his plans could have been upset by the General Election of November 1864, which many people thought Lincoln would lose. In the run-up to this election, the Union scored three victories (Atlanta, Mobile, and the Shenandoah valley) which clearly saved Lincoln's political life.
