The Dalai Lama is the official head of Tibetan Buddhism, and the head of Tibet. Due to Chinese occupation, which began in 1959, the Dalai Lama has been in exile. Tibetan Buddhists believe that the present Dalai Lama is the reincarnation of a Dalai Lama from a past life, who has come back to complete important work.
Buddhism takes different forms in different countries, and amongst different sects. Tibetan Buddhism recognizes the Dalai Lama as the spiritual and political leader of Tibet. There are also Rimpoches, who are lamas who, through lifetimes of Buddhist practice, have reached an understanding of the true nature of reality deep enough that they can identify who they were in their past lives - always another accomplished lama. Rimpoches have power because they are thought to have a deeper understanding of the Buddha's teaching. For the most part, teachers and accomplished lamas are the leaders.

"Sin" is not a Buddhist concept. Sin implies a contravention of a divine law, Buddhism has no gods to pass down such rules. The closest you might get is, in the words used by the Dalai Lama, to be "unskillful" in running your life.
Tenzin Gyatso, the 14th Dalai Lama, currently lives in Dharamsala, India. Dharamsala has been the headquarters of the Central Tibetan Administration and the spiritual hub of Tibetan Buddhism in exile since the Dalai Lama fled from Tibet in 1959.
