There is a black screw behind the carburetor, if you turn it clockwise while it is idling you will hear the rpm's drop.
The black Phillips head screw on the rear of the carburetor adjusts the airflow. You need to have it about 4 full turns into the hole and that's factory. To set the carburetor, just continue to screw in the air screw until the bike runs properly. In your climate, you will hear and feel the bike get smoother as the carburetor gets to the proper setting. Try it out and have a blast!!

Change gas, clean spark plug, clean carburetor if needed and adjust it.
I'm not sure what you mean by "Hard" but if it's reving high adjust your idiling screw.
There's an adjustment nut on the hand grip for the throttle cable. Back it out to make the throttle tighter, and screw it in for looser.

It depends what type of adjustment you are trying to make but you should refer to the manual if you have one. If not then ask someone at a shop to help you. For most tuning though there are little screws you can twist both on the carburetor itself and on the tubes leading into and out of it.
