You probably won't be able to convince your parents to let you buy explicit music. You can have them listen to the music first and have them approve the songs they think are least objectionable.
There is no true way to convince your parents to buy you the game. However, you can always show them you are responsible to handle the game content. I would sit down with your parents and talk to them about their concerns with the game.
I'd say work for it and raise the $26.95 yourself. Or set a goal for something you want to do. and then your parents could agree to buy it for you if you reach the goal

Saints Row the Third is not a web-based game. You buy it either digitally from a participating retailer, or via a disc from participating retailers. Look into places such as Best Buy or Wal-Mart.

No you just need to go to downloadable content on your main disc of saints row the third and then go to mission's and then you will see it then you buy it that's how i did it then it worked.
If you're referring to the first Saints Row then you unlock them as you progress in the story. Saints Row 2: You can purchase them and unlock them in story missions. Saints Row: The Third: You unlock them in story missions.
