if there is no drainage from the spa the best way is to put a submesible pump into it and pump the water to where ever you want it to go. submersible pumps can be hired from most tool hire places.
If your spa is above ground you can create a siphon using an ordinary garden hose to drain it. For in ground spas you would probably have to have a hill close by, and make sure the water isn't going to drain down the hill into someone's back yard.

If there is any current leakage from a short circuit or anything in the water then it would be bonded because the leakage collector is bonded to the control panel. That's what i think it is .
