I live in North Russia, and living conditions greatly depend on your income. There are several new condo like apartment building around the city and are virtually empty because nobody can afford them. Most people live in 50 year old (more or less) large housing buildings or high rises. Most buildings are not falling apart, and though people still pay a monthy rent, repairs and renovations, or any problems (water damage, new toilet etc.) are paid out of pocket. Hot water, showers, and having a washing machine is pretty much considerated very fortunate. Some apartment buildings share amenities- Some have only one toliet per floor, or one kitchen per building. Hope this answers your question
Very good, all children go to school (nearby) they get a leave to go home in the lunch hour and they go to school in the mornings on Saturday. Next to every block of flats there is a play area and there are lots of local play area's too.

They can if their county requires it, but most kids do because you wont get far in life if you aren't very educated. I also know that their collage courses cost a lot cheaper there then here in US.
