Corner signal glass is secured with 1 screw towards front of the car.
Remove screw and drag the corner glass straight forward.
Now you should be able to release the front signal glass.
Replace bulbs, put back together.

Well if you open your trunk you will be able to access your plate bulbs and help you change them with ease.
The turn signal bulbs on a 1999 Acura TL are reach through the engine compartment of the car. Find them on the side quarter panels and remove the bulbs from the clips. Replace the bulbs.

Get bulb dye for the bulbs in the rear or use art supply colored plastic paper and slide a few sheets in between the gauges and the front panel
When replacing bulbs, do not touch glass part with your fingers. Any oil from your hands will cause shorten lifespan.

are you asking about the turn signal bulbs , the turn signal switch or turn signal flasher ?
If you are referring to the turn signal indicator - that means that one of the bulbs in the circuit is blown out.
Try checking the right turn signal light bulbs, front and back. Sometimes one of the filaments inside the bulb can break and short out causing the signal not to blink. If you do go this route you might as well change them while you're there.
