It is unnecessary to bleed the lines after installing a new fuel pump. The fuel pump will pump all the air out of the fuel lines and start to work properly without any bleeding. Just install a new fuel pump and start the engine.
A 1999 Ford is fuel injected, it does not have a carburetor.

Try checking with your local dealer. But i have a 98 and the pump acces was under the back seat. Realy easy to work on ,just becareful when removing the clips for the fuel lines , cush in the green tabs then slide out the line.
fuel filter may need to be replaced or the fuel pump is going out. check all of the fuel lines for moisture. wooden clothes pins work best for checking the lines
its located on your fuel lines start out by tracing the fuel lines from your fuel tank and work your way up to the front of the car it will be located along the frame rail, to replace it disconnect the fuel lines running into it, separate the two tabs on the connecting fitting and remove. (There will be two fuel lines running into the filter mark the top line for easy assemble) enjoy
you wont get fuel to engine,might just be fuse or relay.
More than likely the float is bad on the fuel pump, so i would recommend that you change the fuel pump.
