In manual-type collection, tonnage is usually the key measurement in deciding route sizes because it requires physical labor by crews to collect and place garbage in the back of a truck.

With automated collection, there is more emphasis on setout rates because the driver's responsibility is to collect carts regardless of the weight.

Geography is used to separate routes so that a driver or crew is not going into a the next neighborhood that might seem logical, however is distanced by a large storm water ditch, creek, commerical area, etc. that slow down the cart per minute performance measure.

Setout rates take time to completely figure out; you basically have to create a pilot route, count the number of homes that actually setout there container and take the percentage.
