Depending on how much water you would need to remove you have two choices:
1. Turn off the power to your sand filter and the set the handle on top to either backwash or waste. Turn power back on, This will eliminate some water very quickly. Be sure to turn power back off when done and return the dial to filter.
2. To drain the pool I would recommend renting a pump from someplace like Home Depot. Do not leave a pool empty too long if you plan on using it again.
To drop the water level, take water out. This can be done using whatever method you use to drain the pool.
If the water level is too high only when there are people or pool toys in it, check the maximum capacity of the pool, and make sure it is not being exceeded.

If you have water behind your vinyl in ground pool liner, you should first lower the water in the pool to normal levels if it is over-filled. Make sure that the vacuum pipe is clear, unclog it if it is not. Once it is unblocked let the water from behind the liner flow out.
