In the UK, we have EMA, a payment of £30 a week for any child aged 16-19 attending full time education whose parent's/guardian's income falls below the threshold. Also think about working a part time job such as McDonalds (you'd be surprised at the amount of study leave they will give staff) or other retail/food/hotel etc, there are usually plenty of jobs around in the summer, so it may be possible for a 15/16 year old to get one, bear in mind that 15 year olds can only work a certain amount of hours per week. In the US, you would be best to get a part time job to help fund study.

British Universities are financed mainly by the government. Certain metrics have been set up to determine the level of financial support each institution will receive from the government. The Higher Education Funding council(s) have been set up for this very purpose.

In addition to grants from the government; Universities also can " generate" income from research and Industry. In recent years tuition fees charged to overseas students has contributed to part of the income Universities were able to generate.
