"Meow" nope, but I think in some cases.
Otters make different sounds to communicate, but they also use body language to say things like "hello". A baby Otter will cry when its alone to try and contact its mother, which usually sounds like a shrill from a sea gull. They would also make a grunting sound when happy. These apply to sea otters.
