Well, if it's a kid, and you have level two leadership, you can drop your chief on a kid and all the kids will earn some skill in a job. For adults, you just have to keep making them do that job until they succeed.

∙ 11y agoThe only skill children can work on is healing if another villager is sick. If a child's parents were masters at something, the child may be born with a small amount of skill in that area.

∙ 11y agoDrag an adult villager and drop them on another adult villager of the opposite gender (villager must not be working on a task -- stick them in an empty area to make it easier). Like anything else, it may take a few tries. However, as soon as it says they are going indoors, you can drop the villager on the other again and again until a baby is born (without waiting for them to walk to the cabin and come back out).
Tip: Use your female villagers as the ones you drop. The dropped villager is the one that gains skill. If a female has a high breeding/parenting skill, they will still only have babies every 2 game years. A male with high breeding skill is likely to knock up every female of legal age at the same time, leaving you with less villagers to work.
