Unlike a fish, a seal cannot breath underwater, so it must come to the surface and into the air to breath. When the surface of the water is covered with ice, seals still need air, and they must break through to reach it. Since breaking thick ice isn't easy, they tend to use the same holes over and over.

Seals are mammals. They Breathe air with lungs, through mouth and nostrils. They need to be able to poke their head above the water to Breathe. Ice lies on top of the water. If it wasn't for breathing holes, the seals would drown. Since it's Cold, the holes try to freeze over, so the seals have to work on keeping them open.

Worn-down teeth , and with that, no more breathing holes is a common cause of Death for seals.

Seals breathe with lungs, just like you and I. If they didn't hold their breath under water they'd choke and drown.
