No. You can download any iPhone app from the app store and run it. If it is not made for the iPad, you can view it at the 1x resolution, which runs in a screen the size of the iphone, or you can blow it up to 2x, that covers most of the iPad screen. You won't be able to take advantage of the iPad's enhanced resolution, and it will look a bit blocky, but it will work.

Perhaps you have some contamination on the screen between the glass and a screen protector. It is also possible that the touchscreen may have been damaged. Take off any protector (if there is any), clean the screen and see if it get better.
