Most steering columns will unlock once you put the key in and turn the ignition on. If you are having trouble unlocking the steering, you should turn the steering wheel back and forth with the key in.
Look by the steering column at the firewall
Try by the driver's side firewall by the lower end of the steering column
Inside the steering column cover ( the turn signal lever and hazard flasher button stick out of the steering column cover )

Try left side of the steering column near firewall or dash
On the right hand side of the steering column. It where you put your key to start the vehicle.

If turn signals (on both sides) and the emergency flasher doesn't work, my first thought would the the multi-function switch which is located in the steering column.
