Well one way you can change it on computer is to go to open the launcher and click on data files and uncheck the FalloutNV_lang.
actually, for me just unchecking didn't work. the complete and best way:
1) uncheck the FalloutNV_lang
2) backup Fallout_default.ini (in your game folder)
3) Open Fallout_default.ini with notepad
4) look for ' STestFile3=FalloutNV_lang.esp' and remove 'FalloutNV_lang.esp' (so it becomes 'STestFile3=')
5) Go to game folder/data, locate FalloutNV_Lang.esp and make a backup
6) remove FalloutNV_Lang.
Make sure you have a backup of any files you change/remove in case things go wrong!
One final note - you might have been sold a CD key from Ukraine, which will only offer Russian language, no English. If the game is defaulting to Russian, then almost certainly you have the Russian-language only copy. Contact the seller and tell them they gave you the wrong key for your region.
On PC, you can.
Just deactivate FalloutNV_Lang.esp.
Then open Fallout_default.ini and remove 'FalloutNV_Lang.esp' from STestFile2. (Number may differ.) So it will say STestFile2=
Then remove the FalloutNV_Lang.esp, For safety.
And you're done!
However, Not on Xbox. You could better just buy a new, English version.
However, you could try using your Xbox's install function, Install FNV, then do the above steps. (Taking a guess in the dark here.)
Remember, if you have any DLC files that came with the game, those will have their own .esp files as well. Make sure to backup those files and remove them so that the game renders all the DLC items and missions in English. :)
In the folder you installed the game there is a text file called language you change the russian to English and save it and play :)
If it is defaulting to Russian then more than likely you have been sold a copy from Ukraine, which is Russian-language only, it doesn't contain any of the necessary english language files.

To change from Russian to English for hawk 2, go to the account settings and click the general sections button. there will be a language area where you can switch to the language you want.

if you installed English as the default language, and others language as secondaries (ex: Spanish or russian) during the installation? you can change the language, but if you didn't installed secondaries language you will to able to change. for ex, i have english as default language, if i want to change to spanish, just go to: C\program files\Solidworks\lang there rename the folder "English" with Spanish, and the folder "Spanish" rename with "English"

The Chinese (or more likely, Japanese?) version does not have an English translation. You will need to get the US or European cartridge.
In the main screen, select Options/Settings and then Language. Now choose the language you want. I am not sure but the option to choose a different language should be there only. However when you first play the game you are asked to choose the language,
