Under the center console on the passenger side. You need to remove the lower panel on the passenger side of the console and then you can get to it. It's best to use a T25 torx bit to get it out as well.
look for "small light" fuse, is 15 amp, strange how they listed it. It is Fuse #10 on the passenger front side behind panel.
It is located just inside the door on the passenger side. I used a small screwdriver to pry it open. Inside is the fuse for your seat controls. In addition there is fuse for your cigarette lighter which also powers radio. I shorted my front power outlet with GPS and it took out radio also.
To remove the door panel from a 2003 Honda Pilot all the mounting screws must be found and removed. There will be 2 screws and 8 clips holding the panel to the door. After removing the screws the door panel will be able to be pulled off.
