You can add a city in the RT3 Editor by clicking on the "Build Station" button in the lower main menu, then click the "Place a non-station buidling" button in the lower-right. In the new list that pops up, scroll all the way to the top and the second choice is "Add a city." Click that, place it where you want and name it what you want.
