Let's say that the program you want is in the Macintosh HD, which is open. Drag the icon from the Macintosh HD onto the dock, and it will make a place for it. If it does not make a place, it is not an actual program. Just go into the Mac HD and grab the icon and drag it into the dock.

If you didn't change anything then the Default folder is the "Downloads" folder, either in the Dock or in the main HD/Users/-your name here-/Downloads. If you think you changed it then just go into Safari (or who's ever's web browsers) and look in the preferences and see where you have it set up to "Save downloads to-----" folder.
