Let's say that the program you want is in the Macintosh HD, which is open. Drag the icon from the Macintosh HD onto the dock, and it will make a place for it. If it does not make a place, it is not an actual program. Just go into the Mac HD and grab the icon and drag it into the dock.
You can double click on the program's icon to run it. While the program is running the icon will appear in the dock. Click the mouse on the icon in the Dock and hold it for a moment - a menu will pop up and you can select Keep In Dock from the menu to ensure the icon remains available in the dock.
