They're both correct sentences. The first one: Apoligize to the Dr. would be if you did something to the doctor and you wanted to apologize. But if you write: Apologize for the doctor then that's a whole different thing. That would be if maybe the doctor did something to someone and didn't want to apologize so you apologize for them. So anyway they are both correct. It isn't possible to have one that's more correct because that just isn't possible to get.
