you apply the mascara at the bottom of your eye lash the same way on the top just that you coat both of the sides with water proof mascara.

There are a couple of ways.
You can hold the wand vertically and stroke each lash going up and down.
Or you can hold it vertically and sweep it from side to side across your lashes.
You can also buy "bottom lash mascara" that has a very small brush. This you would hold horizontally and apply like the mascara on your upper lashes.
on the top, start at the lashline, then shake slightly going to the ends of your lashes. be sure to get the outside, continue until they are as thick and dark as you want them. on the bottom, just move your brush across your lashes.

what the translucent powder does is that it seals off you make up so that it doesn't smudge and get onto other objects.

Applying doesn't always make it the best, you have to make sure you have a good brand so that it; lasts long, doesn't smudge and look realistic.
Applying:
Take the brush out of the mascara pot, if there are any clumpy parts of mascara on the brush, just wipe them off, on the edge of the pot.
Top lash;
Put the brush on your eyelashes (eyes open) and go right, left, right, left and kind of swivel up, doing this helps prevent clumpy eyes.
Bottom lash;
You don't need a lot on your bottom lash, you can do the swivel technique on your bottom lash, but just put a little amount on, top lashes are the most important and it looks better.
