The following assumes you have already attached the mounting bracket to your bicycle as shown on the packaging.
With the bike lock open, slide the male end (not the end with the dial numbers) up thru the bottom hole of the bracket unitl it seats against the bottom of the mounting bracket (i.e. it won't go any farher). The inserted end should now be sticking up throught the top of the bracet. Now, just connect the other end of the lock to the end sticking up, and rotate the dial to lock and secure.
Now, with your right hand, palm open, quickly, but softly thrust your palm against you forehead and enjoy the rest of the day. Oh, and shame on Bell ---they could have put something on the packaging.

Older lights used to rely on a bracket already mounted at the bottom of the handlebar stem. If you've gotten one of those and haven't got that bracket, go visit an bike mechanic and he can get you one.
