You can only become a Vampire on Oblivion. My sources tell me that there is a Mod that allows the choice of gaining the Werewolf ability, but I highly doubt it.

To become a werewolf in The Elder Scrolls III: Morrowind, you first need to purchase and install the official expansion pack called "Bloodmoon". In the game, visit the island of Solstheim. You can find a boat service to Fort Frostmoth from Khuul. There are many quests to complete once you arrive, but the werewolf quest starts with the champion of Fort Frostmoth, Captain Carius. He can be found on the upper floor of the general quarters. Follow his orders until the werewolf attack on the fort (you will be elsewhere when this happens). When you return, you discover the captain has disapeared and you are sent on a mission to find him. Travel to the Skaal Village and do all the quests they ask of you. There are lots, so be patient. Soon the plot starts to reveal itself. Eventually werewolves will attack the village. When you have helped to defeat them you will be told that you have been infected with Sanies Lupinus (werewolf disease). At this point you can choose to cure yourself with a potion, or to remain a werewolf. The choice is yours. If you decide to remain a werewolf, an alternate quest-line to the main plot will open up. In making the decision, however, it is worth noting that during the final part of the main quest (Hircines hunt) you will find Hircines magical ring, which, when equipped will turn you into a werewolf for the duration of the current day. The ring is yours to keep, so even if you choose to be cured you can still become a werewolf later if you decide to, and without it limiting the rest of the game.

However, if you take a widely known cheat from the Bloodmoon game you can make yourself a werewolf on Oblivion. For some reason even though it is not supposed to be there you can still make it happen.

Type ~ to go to the cheat menu and type in GetDiseaseSaniesLupinus. You then contract Sanies Lupinus. Wait three days and you will become a werewolf.
