Once you either defeat or catch Sudowoodo go to the left and talk to the man. He gives you TM 28, Rocksmash.
There is no Brick Break in crystal version since it is a Gen II game and Brick Break was Introduced in Gen III
You cannot as rock smash was not introduced until Gold/Silver/Crystal. You can use HM 04 Strength to move certain boulders though.
