I work for T-Mobile and I know that as long as they get some type of service whether its roaming off another providers towers or not, you can just dial the number like normal and you should be able to reach them. If they are over there for a long period of time, they could go to a local provider and pic up a SIM card to use and make and receive calls that way.

∙ 9y agoThe most reliable way is to dial the UK telephone number (mobile or landline) in international format: replace the trunk prefix 0 at the beginning of the UK domestic number with telephone country code +44. Thus, for example, (fictional) UK mobile number 07700 900123 becomes +44 7700 900123.
