get the poke Flute radio app by finding the power plant's missing part, in cerulean city, then talk to the radio directer in the kanto radio tower. now that you have the app go right of vermilion and snorlax will be there.The pokeflute channel isn't set. Move the frequency thing to the very top. It should say Pokeflute channel.
