Go to Hearthome City, head down to the exits and entrances (left side). Go down and head into the Pokemon Mansion. Go into the entrance of the mansion and the Boy standing next to the girl will have a Prinplup.

∙ 9y agoIn Pokémon SoulSilver, you can catch Pokémon from the Sinnoh region in the game, you will first need to be playing the Pokémon March station on your radio on your PokéGear on a Thursday so that it would have the Sinnoh Sound playing and you would be able to encounter Pokémon such as Bidoof in Routes 6, 9, 10, 13, 21, 22, 24 through 28 incuding Route 28, Routes 30, 31, 32, 35, 42, 43, 44, 45, 47, Ruins of Alph and Mt. Silver and Budew in Ilex Forest and the Viridian Forest.

∙ 13y agoYou cant catch a prinplup in soulsilver. Prinplup evolves from a piplup which is a starter in the sinnoh region. The only way you can get a prinplup is by trading.
