Deoxys is not available in Pokemon Ruby or Sapphire, in order to get it in your game you have to trade with a person who owns Pokemon FireRed, LeafGreen, Firered or Emerald. The worse part is that you had to have an event to get Deoxys and the event is no longer available however at one point if you had Pokemon Diamond, Pearl, Platinum, HeartGold or Soulsiver then you could've connected to Nintedo's Wi-Fi Connection however as of May 20, 2014 Nintendo had shut down its Wi-Fi services for Nintendo DS games however another option of acquiring Deoxys is by using a cheat device like a GameShark or Action Replay.
