There are 34 ways:
One, you can get it from the safari zone or Mt. Mortar. You can get it in the Safari Zone without Placing objects (An action unlocked by acquiring the national Pokedex) but It makes it easier if you do. In Mt. Mortar, They appear if you use Surf. I would not suggest getting one in Mt. Mortar, Because even though they Do appear there, they are very rare and there is only a 5% chance of them appearing.
Two, You can get them by swarm. Swarms are unlocked by Getting the National Dex. They are basically when a bunch of Pokemon that don't usually appear in that area "Swarm" To it. You can check them on Mary and Oak's show on your Pokegear's radio.
Three, you can transfer one from Ruby, sapphire, or emerald by Migrating them into the pal Park (which is located in Fushia City.) Basically, How you migrate is you take a DS lite or the original DS and put Ruby, sapphire, or emerald into the GBA slot. Then, put in a Heartgold or soulsilver game into the DS slot. Then, start the game and head over to Fushia city in kanto and even if you are outside the Pal park, you will have the option to Migrate. Then, once you do that, go to the pal park and you will be given a bunch of 100% catch rate pokeballs that you can catch your Transfered pokemon with in the grass.

I cant find Azurill on it, So I'd say catch a female and a male Marill and breed them at the Pokemon Daycare.
For a Pokéner to catch a Marill to evolve into an Azumarill, search in either the Safari Zone or Mt. Mortar. The Safari Zone is easier. Marill appear at night in a certain area.
Level 18
Evolve Marill @ level 18.
If you want to find Marril, you'll have to go to the Safari Zone, because it cannot be found in the wild. Go to the Meadow Zone, then surf on the water. A Marill should be found there.
You can catch a wild marill in the safari zone.
In HeartGold and SoulSilver, she does not battle you - which might be one of the reasons why she doesn't have a starter pokemon. Instead, she has a Marill.
either go to mt mortar or trade one from diamond, pearl, or platinum version at the road to veilstone city (that was how i got mine)
You can't catch Rotom in heartgold.
