Actually, you can't. You can trade him from Pokemon Heartgold or Soulsilver, but you can't catch him. There was a Special Distribution event a little while ago for Entei Suicune and Raikou! I chose Raikou.

Awake Raikou in the burnt tower (In the town where you fight Morty). Raikou will then run away. Then, he will be at any area in the Johto region. Once you see it, he will appear in your pokedex so that you can track it down.
Then, as what the guy said, throw a pokeball and catch it after you had lowered its health or/and used moves that restrict it from running away.

∙ 10y agoVisit the burnt tower in Ecruteak city and go to the basement. The legendary trio will scatter. Now you must get a Pokemon (or many Pokemon) which know these moves:
Mean Look
False Swipe
(Any medium power move)
(Any move which puts the foe to sleep)
You have to have the Pokemon who knows Mean Look first in your party. Go to route 37. Raikou will most likely not be there already but each time you go under the arch to Ecruteak and back to 37 he moves. Keep on going back and forth till he is aligned with you on Route 37. Then go in the grass and start running. He should appear if you followed my other solutions. When he appears use Mean Look. He cant escape. Use a medium power move so his health is in far yellow or red. Then continue using false swipe. The good thing about false swipe is you cant kill them, it will always leave them with at least 1 hp! When Raikou has 1 hp use a move which will put him to sleep. Now use your best ball. Keep on using your best balls till you catch him. This strategy will work on Entei
the easiest way is to use mean look and start attacking it (But make sure the Pokemon isn't too strong)than keep on trying to get it by throwing ANY kind of Poke ball (tip:If you paralyze it, it will run slower because it can still get away after mean look.)

∙ 12y agoYou must have both HG and SS and captured Groudon (using the Red Orb) from Soulsilver and Kyogre (using the Blue Orb) from Heartgold. Once you show both to Prof. Oak at his lab in Kanto, he will give you the Green Orb to use at the Embedded Tower to capture Rayqaza.

∙ 12y agoIf you chose squirtle at the start your in good shape, all you need to do is get the national pokedex, deliver the ruby and sapphire to celio and now anywhere on the routes of Kanto (not the islands) you can find Raikou.

It's your opinion, but in HeartGold you can catch Ho-oh, Suicune, Raiku, and Entei, and in SoulSilver you can catch Lugia, Zapdos, Moltres, and Articuno. There are also more Pokemon available in HeartGold than SoulSilver. Edit: The person who last answered this question is wrong, you can catch all of the above Pokemon in both games, not in either or. I know this because I have soul silver and I have suicune, raiku, Entei, Ho-oh, Lugia, Zapdos, Moltres, and Articuno; so obviously you must be able to catch them in both.
