The rear rotors on a 1999 blazers have an interior drum for the parking brake. You have to adjust the parking brake shoes so that they do not hang up on the drum/rotor. This is accomplished by removing the black oval shaped rubber plug in the back of the rotor assembly. I'm not sure which way to adjust the shoes so you have to try it both ways. The shoes are adjusted similarly to regular drum brakes. You will need a narrow slotted screw driver to insert into the back of the drum to loosen the shoes by turning the self-adjuster wheel. You will have to remove two bolts holding the caliper piston on to the caliper bracket. Carefully set the piston on the axle so as not to damage the flexible brake line. Next, you remove two more bolts holding the caliper bracket. The pads may be frozen to the bracket. If so, tap them out with a hammer using care not to damage the bracket. On the bracket, where the pads slide back an forth, you will find spring steel sliders. Remove these carefully for later use. You will need to file the edges where the sliders come into contact with the brackets because rust forms and expands the metal causing the pads to freeze up. Some filing of the tabs on the pads may be necessary to ensure smooth sliding of the pads in the slots. Once the brackets have been filed removing the corrosion, re-insert the spring steel sliders and test fit the new pads. The pads should slide smoothly without binding. Reverse the process to re-install the components. other thoughts. i just did this job and you should pry one side of the drum then beat the center (dont hit the lugs) use a good heavy hammer and force is necessary dont be afraid to lay into it. good luck.
