Remove the bottom panel under the steering wheel, the ash tray (2 screws on either side) the cup holder (same) than the trim panel around the dash pops out (bottom first). Unhook the cig lighter and power source. You will have to set the park brake and move the gear shift down into low to get the trim panel out. The heater control panel has 4 screws to hold it in place. You will find the temp control cable in the middle, depress the red lock and rotate the cable anchor up and out of the housing, the cable hooks onto the plastic ramp. Then remove the (2) wiring harness' and carfully remove the vacuum harness at the top of the housing. (don't lose the rectangular piece inside the vac harness) Then reinstall the new housing in revearse order. Put the top selector switch in the off position and move the plastic piece all the way to the left with the rubber facing into the harness. Sometimes it is easier to start the engine and let the vacuum hold the plastic piece in the vac harness when trying to put it back together. Check the bottom of the housing and make sure the small white light plugs are in the same spots as the old housing. Sounds complicated but it really shouldn't take you more than a hour at the most to do this repair. Good Luck!

There isn't a water control valve on a Dodge Ram. The heater core gets full flow all the time, the amount of air inside the HVAC housing that goes through the heater core is what regulates output temp. That airflow is controlled by a blend air door.
A 1995 Dodge Ram does not have a transfer case control module. The transfer case is mechanically controlled.
