You tap the settings button at the bottom of the screen (the mini DS) and you go to the wrench. Then you click on the icon that looks like the earth and you tap the English button and the language is changed!

Unfortunately, no. The Japanese games would have to be manually programmed to support English, and very very few are. The Pokemon games, for example, do not have English translations in them.
i just bought one (in japan ATM) and iv asked like a million Japanese people if they can find an option to change it from Japanese to English. None of them could find it, Then a friend rang up the Nintendo hotline and they said there is no way of changing it. Hopefully someone smart invents a language mod :3so the short answer is NO

This is not possible as the Nintendo Channel's language is always the language of your country. So if you live in Germany but your Wii's language is set to English, you will still get the German Nintendo Channel (or, as it would then be, Nintendo-Kanal).
