You can resize the image (using any resize tools - look for example at question linked in the reference).
For GIFs you have also some other options:
- compressing the image (if it is not already)
- compressing the palette (will indireclty affect the size by improving the compression ratio)
- removing the animation and keeping only the first image (not sure if this really qualifies, but still is an option)
