You could try pressing the switch.
The wiring to the horn is shorting out at times. Check the horn relay, and the wiring to find where the system shorts when the Jeep brakes.
On a jeep that new i would check the fuse panel and repace the fuse for the horn. The horn shouldn't be defective but if the fuse doesn't solve the problem, have dealer replace horn under warranty.
If the fuses are good on a 1996 Jeep Cherokee and the horn still will not work, check the horn relay switch on the passenger side fender wall inside the engine compartment. Also check to make sure that the horn is hooked up properly.
Just for kicks check the voltage going to the horn, but I am prett sure you'll just need to replace the horn itself.

Yes. Remove the existing horn or horns, attach your new horn and connect the horn wires. The horn wires will probably have a JEEP wire plug on the end that will need to be removed or altered.
Check fuse. The horn is on the same fuse as the cig lighter...check your cig lighter to see if it works. if it's working it could be a short on the wire to the horn..or the horn just might need to be replaced.

You should be able to switch the relay with the horn relay and then check to see if the horn works.
