One old timetested way is with: Cruise control or a steady foot and a buddy with a stopwatch, on an very flat, straight section of Interstate highway with "milemarkers" every 1/10th of a mile or so. 60mph is 60 miles *IN* an 60 minutes, so you are actually traveling at 1 mile per every 1 minute. Pick a spot on the car [door post behind driver & front passenger?], get up to 60mph and hold it there precisely [may take some practice]. Clocking with the stopwatch, you should travel the 'measured mile' in exactly 60 seconds. Consistently getting there too soon means your speedometer is showing slower than actual. Arriving late means your speedo is registering faster than reality.

Radar guns are getting cheaper - BUT they should be tested for calibration just like your speedometer.
check the wiring to the speedometer. Check the sending unit as well. If the problem is internal then the speedometer will have to be replaced.

The lighting system of all 80's fords speedometer is an independent circuit of the speedometer itself. When there is no display, one of 2 things could happen: 1-.The power line of the speedometer is damaged. Normally they have a kind of ribbon cable with cooper bands connecting between the panel, the 12V source and the sensor. If the Park Ave is a year that uses a speedometer cable, check that the drive gear for the cable is working. Check the cable to insure that it is not broken of stuck, then check the speedometer itself. These steps will let you know what is broken so that you can fix it.
