Most tactical vests have flak inserts inside them. Usually they have Velcro pockets where these inserts can be removed from. After you get the inserts out most can be washed in a machine. Just be sure to use the cold setting and something like oxyclean on the really nasty parts.

It depends. If it is a foot thick, definitely. but if the steel is only a few inches or less than an inch, it isn't. steel isn't strong enough on it's own to be bulletproof.
