Grout.
First you lay out all the tiles with spacers adhering them to the floor, then you grout between by scraping across surface of tiles. Then just wipe clean. The grout is like a concrete mix & will harden.
Grout residue can be removed with commercial products available at home centers and hardware stores. The grout removers generally contain an acid which reacts with the lime in the grout cement, dissolving it.
To lay pool tiles, you will need mortar to affix the tiles to the cement pool, you will also need grout for between the tiles and a sponge to clean the tiles.

I have a lot of mould around my bathroom tiles and don't seem to be able to get it out from the grout in between. What grout cleaner will work best for this?
"Grout is the stuff you apply between tiles to seal them in place. Grout tiles once the adhesive has dried fully (24 to 36 hours later). The best grout is waterproof and mould-resistant; some come ready-mixed. Use a grout float - a rubber-faced tool with foam backing - for large areas. Spread the grout across the tiles at right angles to the joins. Use a damp sponge to remove excess. Once the grout is dry, polish the surface with a dry cotton rag." I was taught by a contractor to apply and clean the grout diagonally.
Grout should usually be white or contrast with the tiles, but it truly depends on your preferences.
Removing the tiles and old grout is a dirty and difficult job with the water still in the pool. It has been done. It is just as difficult to install the new tiles & grout. I have of some doing it from inside a small boat in the pool with the water lowered. Have heard of others doing from the deck working up side down, if you will, to set the tiles.
if your grout line is less than 1/4" you use smooth grout, above that you use sanded grout.

Since it is my job to clean off the hard water stains and calcium deposits from pool tile, I'll answer from that perspective. Grout lines are the most difficult part to clean. Since larger tiles have fewer grout lines they are usually easier to clean. My personal preference though is 1" irridescent glass tiles covering the entire pool, for the elegant look.
