Every Army installation in the US has a post operator. You can find this typically on line. If you can't contact one of the WA supervisors who served, and they may be able to help you. Call the post operator and request the unit phone number for the training unit your family member is in. Speak directly to the Unit Commander (the CO) or the First Sergeant.
The second way you have is to contact the branch of the American Red Cross in your community. they have provided this service to American service members almost from their inception. they know exactly what to do.
You need to know what their unit is which they're assigned to for Basic Training. Then you would send them a letter, postmarked like a letter going anywhere else

If you needed to contact them about an emergency, then you'd still need to know their unit and that unit's address, and you would need to send that message through the Red Cross.
Every state should have a "your state" Army (Air) National Guard OTAG-Office of the Adjudent General. Sample: Texas Army National Guard-OTAG, or Oregon Air National Guard, etc. Contact them.
